More On Severance Pay
Both PANO and FOP have been working on Labor and Pay issues,
particularly the Severance Pay for Retired or Separated members.
Jim Gallagher of FOP sent out this email today with very important
relevant information concerning Severance Pay. Therefore, it's only
appropriate that we pass on what FOP has learned to PANO members:
At a meeting today with NOPD Chief Financial Officer Courtney Bagnaris,
it was learned that the City of New Orleans has money in place,
and plans to pay accrued annual and sick leave (terminal leave)
payments to all employees who have separated from service since
Hurricane Katrina.
According to Ms. Bagnaris, these payments are expected to begin
sometime in the month of July 2006, and culminate by July 31, 2006.
The monies on hand are enough to cover those employees who have
already separated from service, but there are no plans in place
for payments to those employees that may separate from service in
coming months. It is our, and the City's, hope that incoming revenues
will cover those expenses as they arise.
FOP members will recall that the Fraternal Order of Police met with
New Orleans CAO Dr. Brenda Hatfield and Director of Finance Reginald
Zeno in May of 2006.
At that meeting three topics were discussed :
a) compensation for major staff working Hurricane Katrina;
b) terminal leave payments to separated employees; and
c) pensionable time in lieu of terminal leave.
On their June 16th paycheck, NOPD Captains and above received additional
compensation at a rate of 1/2 normal rate for their work during
Hurricane Katrina.It now appears that terminal leave payments will
be forthcoming. The FOP continues to work on several "pensionalble"
time issues.
In closing, a word of caution - the wheels of bureaucracy sometimes
turn more slowly than anticipated. We should all understand that
the end of July may turn into mid-August. The important point is
that a plan is in place and the City Administration is moving toward
making the payments due our members and other city employees. For
that we thank CAO Hatfield, Director Zeno, Ms. Bagnaris and Chief
Riley.
The Fraternal Order of Police will continue to meet and work with
the City and NOPD administrations for the good of our members and
of our Department. We again thank all concerned for their efforts.
