President’s Message

Thursday, September 6, 2007

Now that the Sergeant's register has been published, Civil Service has indicated that the next test will be for Lieutenant. The test is in the 2008 budget, so while some preliminary work may actually be done in 2007, the test itself will not be developed and produced until sometime well into 2008. The current Lieutenant's List, good through January 31, 2008, will likely be extended through to the summer of 2008. There has been no word on requisites for that test, such as how many college credits or degree requirements, nor probationary or permanent status requisites.

After that, will be the next Captain's test, probably in late 2008 or early 2009. Then the cycle will repeat and there will be a new Sergeant's test, expected in 2009.

12 Hour Shifts

Last Friday, Lt. Dwayne Scheuermann attended a meeting with Superintendent Warren Riley. Also present were representatives from B.O.P., F.O.P. and P.O.W.E.R.. The superintendent called the meeting to discuss the possibility of twelve hour shifts.

The superintendent expressed his concern about the violent crime problem and was of the belief that 12 hours shifts would assist us in crime fighting as well as being an asset as it concerns officer safety.

He proposed several plans and said that nothing was final. He did indicate that he contemplated the 12 hour shifts for 60 days and for 90 days. He also considered whether all district platoons should participate or whether to limit it to the 1st, 2nd, 5th, 6th and 7th.

NOTE: This would only affect the district platoon personnel and would not extend to specialized units.

The 12 hour shifts would not be like the old 12 hour shifts in the late 90’s. This would be a two platoon system with overtime being paid for work over the 8.35 hours.

The PANO board will meet to discuss the 12 hour shifts and your opinion is extremely important. As your PANO board, we are asking that you either post your opinion on the forum, or attend the next scheduled PANO general membership meeting (09-11-2007/ Ernst Café 7:00 PM). You can also call the PANO office to voice your opinion.

I have spoken with some of the board members and we have our opinions on this and we will express them at the upcoming meeting. Please make an effort to be there, even if you are not on the platoons, as your opinion is important.

As we represent YOU, we need your input. Please let us know how you feel about this possible strategy.
